How it is calculated

Maximum impressions = reach × frequency limit. This directly inverts the reach and frequency formula: there, impressions are divided by reach to get average frequency; here, reach is multiplied by the maximum allowed frequency to get an impression budget that shouldn't be exceeded.

A frequency cap is a limit ad platforms enforce technically: the system stops showing an ad to a specific user once they've seen it the set number of times, even if the ad budget isn't exhausted yet.

This calculation gives the upper bound on impressions if every user in the reach hits the cap exactly — in practice the actual number of impressions is usually lower, because not every user in the reach sees the ad the maximum allowed number of times.
