How it is calculated
CPA = ad spend ÷ number of target actions. Unlike CPM and CPC, which measure reach and clicks, CPA is tied to a concrete outcome — what the campaign was actually supposed to deliver.
What counts as an "action" needs to be defined up front and kept consistent across any campaigns being compared: a purchase isn't the same as adding to cart, and an app install isn't the same as registering inside it. Mixing different action definitions makes a CPA comparison meaningless.
CPA can be calculated for campaigns with different goals, but the numbers aren't directly comparable: lead CPA is almost always lower than sale CPA, since not every lead converts to a sale. A fair comparison needs the same type of action on both sides.
