How it is calculated
Required headcount = total workload ÷ standard hours per employee. This is the reverse of computing employee workload: there, headcount and workload give each person's load; here, workload and the per-person standard give the headcount needed.
The result usually comes out fractional — round it up: 8.5 employees in practice means you need 9 people, or 8 on staff plus extra hours (overtime or a contractor) to cover the remaining half a headcount.
The calculation gives a number of full-time-equivalent slots, not physical people — if some employees work part-time, the actual headcount on staff can exceed the number of FTEs computed. It also doesn't account for a buffer for vacations and sick leave, which usually pushes real staffing needs above the calculated figure.
