How it is calculated

Daily norm = weekly norm ÷ 5 (a five-day work week). Monthly hour norm = working days in the month × daily norm − pre-holiday days × 1 hour.

The 1-hour reduction on a pre-holiday working day is a direct statutory rule (Russian Labor Code Art. 95): the working day immediately before a non-working holiday is shortened by one hour.

The number of working and pre-holiday days per month comes from the official production calendar for that year — take those figures from the calendar rather than counting them manually from calendar dates.
